Learning outcomes
The course’s general objective is to foster a basic knowledge of the methods and tools of urban
and regional planning, through critical analysis of the fundamentals of the discipline, including
environmental sustainability, with a view to integrating it with other disciplines that deal with land
issues.
The specific objective of the course focus on the acquisition of the following skills:
- the ability to select and use statistical databases and other information sources;
- the ability to identify, interpret and draw conclusions from data;
- the ability to work with GIS and graphics software for the production of thematic and design
maps;
- the ability to identify, consult and interpret legal texts, regulations and technical guidelines
applicable to the issues addressed through urban and regional planning;
- a full awareness of the ethical implications of the planner's role.
The course will also allow students to:
- fine tune their critical and judgment skills by writing technical reports and producing thematic and
design maps;
- develop their ability to communicate what they have learned through group work and to discuss
their own outputs during frequent, pre-planned meetings with the other groups and the professor;
- develop their ability to carry on their own research efforts autonomously by consulting the main
sources of open data and by interviewing municipal technicians and decision-makers.
Upon completing the course, students will have mastered the main methodological approaches of
urban and regional planning and be able to apply the main technical and regulatory instruments for
drawing up, and managing urban plans.
Upon completion of the Geodetic Survey module,
students will be able to understand the fundamental concepts of geodesy, identify different cartographic reference systems, describe the characteristics and accuracy of the main terrestrial geomatic instruments, and understand the basic principles of statistical adjustment of a topographic/geodetic network.

Fundamentals from basic courses in physics and mathematics.

Module: URBAN AND REGIONAL PLANNING
Geodesy - Systems of reference and systems of coordinates, field of the terrestrial gravity, geoid, ellipsoid, undulation of the geoid, directed ellipsoids and geocentric, concept of datum, datum used in Italy, geodeticcoordinates , natural coordinate , Cartesian geocentric coordinate , coordinate Cartesian planar, local Cartesian coordinate, transformations among systems of coordinates and among datum, geometry of the ellipsoid, definitions of some geodetic dimensions, geometric approximations of the ellipsoid and the field of the gravity.
Tools and Operations Of survey - Teodolite: general characteristics of the tool, definitions of the measurable greatness, angular measures and them errors, operational procedures to reduce the effects of the errors precisions. Level: general characteristics of the tool, definition of the measurable greatness, direct measure of the gradients and its errors, operational procedures to reduce the effects of the errors precisions. Measure of the distances: definition of the measurable greatness, methods and them circles of application; waves distanziometers and impulses ones, principles of operation, precisions. GPS: general characteristics of the system, principle of operation, measures of pseudorange and phase, linear combinations of measures of phase, signs to the elaboration of the measures GPS for topographical purposes, basic GPS. Fundamental principles of the operations of survey, terrestrial mixed survey and GPS. Statistic is Theory Of the Respect - aleatory Events, varying casual, average, the average's theorem, varianza, covarianza, law of propagation of the covarianza, signs to the principle of respect of the least squares.
Adjustement Of the Nets - Equations of observation of the principal geodetic greatness in the Cartesian system of the local level (azimuthal direction, zenith angle, azimuthal angle, distance 3D, distance "horizontal", gradient), equation of observation of the basic GPS. Signs to: linearizzation of the equations of observation, application of the principle of estimation of the least squares to the adjustment of the nets, deficiency of rank of the nets, compensations intrinsic and constrained, concept of framing. Cartography - Concept of cartographic representation, cartographicdeformations
, sort of cartographic representations, grafical error , equations of the cartographic representations, conformal representations, representation of Gauss, basics of the geodetic calculations on the plan of the representation of Gauss, cartographic systems used in Italy, Italian official cartography, basics on the numerical cartography. Reading of the coordinates on a "Sezione" of the "Carta d'Italia" 1:25000 scale. The new italian dinamic geodetic network.

Introduction to urban and regional planning; economic development, underdevelopment,
sustainable development, and various forms of planning; concepts of landscape, environment, land
and territory; functionalistic approach, holistic approach, complexity; graphic language,
cartography, thematic maps; Geographic Information Systems and Information Systems. (15
hours)
Second part
The main instruments of planning in the Italian law system: the cycle of compulsory purchase,
urban planning “equalization”, structural plan and operation plan; ecological planning and the
relationship between analysis and project in the construction of planning processes. (15 hours)
Third part
Italian homogeneous zones and town planning standards; morphological approach and urban
structure; mobility infrastructures; the vicious circle of private and public transportation and the
role of park and ride sites; (15 hours)
Fourth part
Urban Geography and central places theory; areal model and network model; local economic
development problems; land suitability, land capability, elements of landscape ecology.
Exercises and development of a project concerning a structural municipal plan (15 hours)

Lessons mode
The course will be divided into two modules, each consisting of lectures and practical exercises in class, including group work (with a maximum of three students per group). The groups will work in a coordinated manner throughout the entire course.
For the first module (Geodetic Survey):
the program includes mainly lectures and some practical exercises, both with instruments and in the classroom.
For the second module (Regional Planning):
the course includes lectures, practical exercises leading to the preparation of a draft structural plan
for the municipality adopted as the case study. The draft plan will be drawn up by several working
groups of max three people each, working in close coordination with each other during the entire
course. The group work will include the carrying out of inspections in the studied municipality and
the interviewing of local technicians and decision-makers. During the course, all the working
groups will meet regularly with the professor to discuss the progress of their work. They will adopt
a “Problem Based Learning Flipped Classroom” method involving the use of Power Point to
interact with the other groups and with the professor. This method will allow the students to
upgrade their communication and critical analysis skills by focusing on the problems of the studied
territory, and improve their planning skills through comparisons with other students and under the
professor's guidance.
Frequency
Attendance is not mandatory but strongly recommended.
Exam mode
For the first module (Geodetic Survey),
the exam consists of a written and an oral test. Failure in either of the two tests prevents the student from obtaining the final grade for the complete exam.
The final mark for the entire exam will be the average of the grades obtained in the two modules.
