Module: HEALTH MANAGEMENT
The Healthcare Management module (SSD: ECON-06\A) aims to develop a managerial and integrated vision of the National Health Service (NHS), analyzed through a multilevel approach—national, regional, and corporate—to understand the interdependencies between public policy planning, institutional governance, and the operational management of public healthcare agencies.

Starting from the analysis of the agency as an open, complex, and dynamic economic system, the course addresses the process of corporatization and regionalization of the NHS, highlighting the transition from a bureaucratic management model to a corporate model oriented toward results, managerial accountability, economic and financial sustainability, and the creation of public value.

Particular attention is paid to the analysis of the public policy cycle in the healthcare sector, the Essential Levels of Assistance (LEA), and the New Guarantee System (NSG), which serves as a central tool for monitoring and evaluating the provision of LEAs by the Regions.

Furthermore, the following are explored in depth: the institutional structure, the accreditation system, the programming and financing mechanisms, and the tools for monitoring the expenditure of the National Health Service (SSN), as well as governance, the budgeting process, management control, performance evaluation, and the criteria for evaluating the management decisions implemented by public healthcare agencies.

The ultimate goal is to provide students with the theoretical and operational skills to interpret the decision-making and organizational processes that govern the functioning of public healthcare agencies from a managerial perspective.
