Objectives

OBJECTIVES
The course aims to provide students with the knowledge necessary to understand and analyze the functioning of labor markets, its recent changes, the interactions between labor supply and demand and the role of the main actors who act in it.
In particular, the course intends to analyze the role of the union in industrial relations with a critical approach also in consideration of some disputes that have become a symbol of the complexity generated by the evolution of markets and globalization.
In this context, the most recent developments in law and collective bargaining at both interconfederation and national and company level will be examined.
KNOWLEDGE AND ABILITY’ TO UNDERSTAND
At the end of the course the student will be able to understand and analyze the dynamics of labor markets from an interdisciplinary perspective, address and solve problems arising from job search related to staff mobility and employment crises.
ABILITY’ TO APPLY
Starting from the examination of statistical data and the analysis of case studies, the course intends to provide the information necessary to concretely address the critical issues deriving from the globalization of markets and the development of new jobs related to technology and digitalisation.
AUTONOMY OF JUDGMENT
The course aims to provide the tools for identifying crisis signals within the organization and the tools to address them both within the company and externally in the labor market.
It also intends to provide knowledge on the tools that can be used for the relocation of workers and the unemployed in the labor market (active policies and professional training oriented towards local needs).ENABLE’ COMMUNICATIONS
The course aims to train the student in critical thinking; acquire technical-scientific language; acquire negotiating and interlocution skills with the various stakeholders.
ABILITY’ TO LEARN
At the end of the course the student is able to interpret the reference standards, read statistical data on the labor market, read the sentences of the most significant national courts and the European Union in the evolution of the subject, read and interpret trade union agreements and collective agreements.

The program is divided into lectures, supplementary seminars and integrated testimony lessons between the two teachers on the following topics:

Labor markets: theory and concepts

- Labour market components and dynamics
- Labour market structuring and segmentation
Changes in organizational systems

- Organizational structures and configurations
- Production reorganizations, outsourcing and outsourcing
- Effects of globalization
- Automation, digitalization and Platform economy
Gender and generational inequalities

Segregation, new jobs, poor work

Worker protections in the market and in the enterprise: the Italian system of active policies

Trade union and services in the labour market

The role of the union at the national level

- interconfederal bargaining
- industry bargaining
- tripartite concertation
The union in the company

- patterns of corporate unionism (conflict and cooperative)
- models of worker participation in company management
- the shift in the centre of gravity of collective bargaining towards the periphery
- the “proximity bargaining”, even in derogation with respect to the ccnl and ordinary law
The question of measuring representativeness

- the solution adopted by the legislator of 1970
- the 1995 referendum
- the crisis in the system caused by the Fiat dispute in 2010 and the Group's exit from the industrial relations system headed by Confindustria
- the interconfederal agreements of 2011, 2013 and the TU on representation of 2014; the delay in its implementation and its causes
- Constitutional Court ruling No 231/2013
- prospects of a solution
The union in the business crisis: case studies

- the case of Nissan in Sunderland (1984-1985)
- the Alitalia case (2008 and 2017)
- the Fiat case (2010)
- the Almaviva case (2017)

Books

Students will be provided with the readings and material necessary to study and delve deeper into the topics covered.

Given the complexity and multidisciplinarity of the topics addressed, the material necessary to prepare the final exam will be uploaded to the MOODLE platform (essays, articles, sentences, tables, etc. ...).
