The course aims to provide students with theoretical and inormative tools to understand the functioning of the public administrations with respect to the economic-financial and human resources.
In particular, the goals of the course are:
a) Application of tconcepts of public economics and labor law to analyze the economic-financial and human resources in the public sector
b) Development of the evaluation autonomy and critical ability to understand public policies
c) Development of a tecnical language, adequate to express the economic and normative concepts
d) Acquisition of learning skills necessary to deepen and update the relevant issues, also using different references

The student has to acquire a good knowledge of both the economic and normative concepts illustrated during the lectures and the legislative novelties concerning the economic-financial and human resources in the public administrations.

No specific requirements. Labor law and public economics are suggested.

The quality of institutions and the economic performance
The public expenditure: definitions; efficiency, efficacy and quality; the composition by functions and level of government.
The growth of public expenditure: demand and supply theories
The New Public Management (NPM) e the performance evaluation: estimation methods
Beyond the NPM: BES indicators and quality of the public services
The spending review: models, typologies and actors
The analysis and evaluation of the spending process within the PNRR framework
Transparency, accountability and anti-corruption policies
The political economy of taxation
The multi-level governance and the financing of the public sector
The cohesion policy of the EU
Sources of employment in public administrations: the relationship between law and contract (collective and individual)
Access to public employment: procedures and types of contracts
Job evaluation: performance, experience, productivity
Termination of employment: redundancies, mobility, transfers

The teaching method consists in frontal lectures, occasionally integrated by lectures and discussions on specific topics.

Attendance is not mandatory, but strongly recommended.

In the evaluation of the exam, the final grade is determined using the following criteria:
1. Complete knowledge of all the topics.
2. Appropriateness, rigor and logic in illustrating the teories and their applications.
3. Ability to use the competences acquired during the course to understand and critically analyze the current management of the economic-financial and human resources in the public sector.
4. Use of an appropriate language.

The students who attend the course are required to take two written examinations, one on the economic-financial part of the program and on the juridical part. The lenght of each exam is 120 minutes (10 questions with multiple choice and 4 open questions).
The students who do not attend the course are required to take an oral examination which covers the entire program (about 6 questions).
