Stefano Ceccanti nasce nel 1961 a Pisa.
Si è laureato il 24/10/1985 con 110 e lode presso l'Università degli Studi di Pisa, Facoltà di Scienze Politiche.
Professore ordinario di Diritto pubblico comparato presso l'Università di Roma La Sapienza dal 2003. Insegna Diritto parlamentare (I semestre) e Diritto costituzionale e comparato italiano (II semestre). In precedenza ha insegnato nelle università di Trieste e Bologna. È stato garante degli studenti delle Facoltà di Scienze Politiche, Sociologia e Comunicazione.
Ha lavorato in Parlamento con il prof. Augusto Barbera sulla commissione bicamerale per le questioni regionali dal 1990 al 1992 e sulla commissione bicamerale per le riforme istituzionali De Mita-Jotti dal 1992 al 1994.
Dal 2006 al 2008 è stato Capo dell'Ufficio Legislativo del Ministero dei Diritti e delle Pari Opportunità con il Ministro Barbara Pollastrini e Consulente giuridico del Presidente del Senato Franco Marini.
È stato senatore della Repubblica dal 2008 al 2013, membro della Commissione Affari Costituzionali e della Giunta del Regolamento, relatore sulla riforma della legge elettorale e sugli accordi con alcune confessioni religiose.
È stato membro della Commissione di Esperti per le Riforme nominata dal governo di Enrico Letta e successivamente animatore della campagna per il Sì al referendum costituzionale.
È stato membro della Commissione nominata dal Ministro Andrea Orlando per la riforma del Consiglio Superiore della Magistratura.
Deputato nella XVIII legislatura (2018-2022), è stato capogruppo Pd in Commissione Affari Costituzionali e membro del Comitato per Legislazione (presidente dal 6 gennaio al 5 novembre 2021); membro della Comitato consultivo sulla condotta dei deputati e supplente nell organismo giurisdizionale di appello; è stato relatore di minoranza sulla riforma costituzionale relativa al referendum propositivo e relatore sulla riforma costituzionale relativa all'elettorato attivo per il Senato della Repubblica.

Stefano Ceccanti was born in 1961 in Pisa.
He graduated on 24/10/1985 with 110 cum laude from the University of Pisa, Faculty of Political Science.
Full professor of Comparative Public Law at the University of Rome "La Sapienza" since 2003. He teaches Parliamentary Law (I semester) and Italian Constitutional and Comparative Law (II semester). He previously taught at the universities of Trieste and Bologna. He has been a student guarantor in the Faculties of Political Science, Sociology and Communication.
He worked in Parliament with Prof. Augusto Barbera on the bicameral committee on regional issues from 1990 to 1992 and on the bicameral committee on institutional reforms De Mita-Jotti from 1992 to 1994.
From 2006 to 2008, he was Head of the Legislative Office of the Ministry of Rights and Equal Opportunities with Minister Barbara Pollastrini and Legal Advisor to Senate President Franco Marini.
He was a Senator of the Republic from 2008 to 2013, a member of the Constitutional Affairs Commission and the Council of Regulations, rapporteur on the reform of the electoral law and on agreements with some religious denominations.
He was a member of the Commission of Experts on Reforms appointed by the government of Enrico Letta and later animator of the campaign for Yes to the constitutional referendum.
He was a member of the Commission appointed by Minister Andrea Orlando for the reform of the Superior Council of the Judiciary.
A Member of Parliament in the 18th legislature (2018-2022), he was the Pd group leader in the Constitutional Affairs Committee and a member of the Committee on Legislation (chair from January 6 to November 5, 2021); a member of the Advisory Committee on the Conduct of Deputies and an alternate in the Appellate Jury; he was minority rapporteur on the constitutional reform related to the propositional referendum and rapporteur on the constitutional reform related to the electorate for the Senate of the Republic.
