Objectives

Knowledge and understanding: students will be able to have an advanced understanding of the constitutional and material questions of the EU Law, the functioning of the European Union institutions and the legislation made under the Treaties.
Applying knowledge and understanding: students will be able to have a basic knowledge on the proceedings in front of the European Court of Justice and on topics as citizenship and non-discrimination.
Making judgement: students will develop an autonomous judgment capability on the fundamentals of European Union law, in a historical, theoretical, and critical perspective.
Communication skills: students will develop an attitude to legal reasoning and the ability to discuss on the fundamentals of European Union law.
Learning skills: At the end of the course, the students will be familiar with the basic rules governing the EU.

The origin and the development of the European integration process: from the European Coal and Steel Community (ECSC) to the Treaties on European Union and the Functioning of the European Union.
The political institutions and organs of the Union: the European Council; the Council; the European Parlament; the Commission; the European Economic and Social Committee; the Committee of the regions.
The jurisdictional institutions: the European Court of Justice; the General Court; the Civil Service Tribunal; the Court of Auditors.
The financial institutions: the European Central Bank and the European Investment Bank.
The sources of EC law: the general principles of EU law; the Treaty’s; the Regulations; the Directives; the Decisions; the recommendations and opinions; the international Agreements.
The proceedings in front of the European Court of Justice, the General Court and specialised courts: actions for failure to fulfil obligations; actions for annulment; actions for failure to act; references for preliminary rulings.
The relation between European law and Member States law.
The division of competences between the EU and its Member States.
