Course objectives

The course offers the main elements to: a. Know the evolution of cooperation paradigms, on the one hand, and the cooperation strategies & organization of one of the main international donors (European Union), on the other hand; b. Understand the complex relations and interactions between human rights (in particular refugee law) & humanitarian aid.

Course program
The objective of the module taught by Prof. Noschese is to provide the knowledge and tools to operate in the world of cooperation through the definition and management of development programs and projects. The course will introduce the fundamentals of cooperation in the international, European and national spheres. In particular: - Agenda 2030 and the Sustainable Development Goals; - Global Europe: neighborhood instrument, development cooperation and international cooperation; - Italian cooperation reform and the Italian Agency for Development Cooperation. Having framed the context, the course will introduce the main theories and methodologies functional to the definition of cooperation programs and projects. In particular: - The theory of change between programming and design; - Design methodologies: Project Cycle Management and Logical Framework Approach. In the third part of the course, having framed the context and the technical and methodological aspects, will be introduced the tools and techniques useful for working in cooperation. In particular: - Seeking funding: from project to funders' goals; analysis of calls for proposals and funders; - Management, monitoring and evaluation of international cooperation initiatives. The module taught by Prof. Petrovic will introduce: - Development of international legislation referring to the Human Rights Protection. Universal Declaration on Human rights; International Protection of Refugees and its political, historical, sociological and juridical aspects; Geneva Convention (1951) and New York Protocol (1967); Regional instruments of refugee protection (AU Convention, Cartagena Declaration etc.); Role of the UNHCR, the UNRWA and other international organization. - Process of harmonization of EU policies in field of asylum: Dublin Convention; Treaty of Maastricht and Treaty of Amsterdam; Tampere Conference; EU Directives on asylum; Hague and Stockholm Program; Role of EASO (European Asylum Support Office) and EUAA (European Union Asylum Agency). - Protection of Right of Asylum in Italy: since 1948 Constitution until now; Application of Geneva Convention; Refugees ex Geneva Convention and those “under mandate”; Legislative process since Martelli law to date; Emergencies of ’90: from instability at the Balkans to the Somalian crises; Refugees in Italy; Protection of vulnerable migrants. Organizational aspects; - International context, policies and strategies of development cooperation: Evolution of main paradigms of the development cooperation policies; Aid Effectiveness and Development Effectiveness; MDGs and SDGs; etc.

Prof. Noschese's module involves the presentation of a project in written form and discussion of the work on the day of the exam. The written test is mandatory. For those attending, the oral exam is optional. For non-attending students, the oral exam is compulsory. Prof. Petrovic's module provides a written exemption followed by an oral test for those attending. Non-attending students will directly take the oral exam. The final grade will be the result of the average of the grades obtained in the two modules.
