Course program
The course focuses on the fundamental principles of the European constitutional order, sources of law, institutions, the form of state and form of government, and the judiciary. All with particular attention to the relationship between supranational and domestic legal systems. It will trace the stages of the constituent process that led to European integration, providing an updated picture of the new institutional set-up that emerged following the approval by the Lisbon European Council in June 2007 of the “Treaty amending the Treaty on European Union and the Treaty establishing the European Community.” It will also analyze the responses of the European institutions to cope with the economic crisis and the new migration and global challenges: from the approval of stronger financial discipline, fiscal compact and fiscal and budget policy rules, to the drafting of a banking union project; from the issue of possible revisions to the Schengen Agreement, to policies aimed at strengthening national and EU security measures, which seem to be rolling back the front of European integration,and faltering the construction that has been put in place so far. The European response to the coronavirus crisis and dialogue with member state courts. The careful examination of these issues will provide useful elements to deepen the debate about the existence and desirability of a European federalizing process. Also because of geopolitical developments due to the Russian-Ukrainian conflict, the problems in the Middle East and their potential consequences, a specific module will be devoted to the enlargement of the European Union.
Prerequisites
It is recommended to have already passed the exam of Institutions of public law.

Frequency
Course attendance is optional. It will be necessary to attend class to access the midterm evaluation
Exam mode
The exam consists of an oral interview of about 15 minutes covering the entire syllabus of the subject. During the interview, three questions will be asked to test the student's preparation and ability to move among the categories of constitutionalism. During the course, there will be organized exercises that can contribute to the evaluation only in case of a positive outcome. There will be an intermediate test on part of the lectures (three open-ended questions, duration 120 minutes), whose positive evaluation would average out with the result of the oral interview.
Lesson mode
The teaching is mainly developed through lectures during which the main topics of the course will be addressed, which will be the subject of the oral examination and/or midterm (exemption). Finally, there will be a number of seminars on specific topics.
