Course program
The course will focus on some specific aspects of state security from an Italian and comparative perspective, with particular reference to the discipline of war power, that of emergency powers and that of state secrecy and intelligence services, with a focus on cybersecurity and the perspectives of a common European defence.
First, the general theme of constitutional security profiles and transformations of the concept of security will be examined.
The subject of war and defence power, state of emergency, state of secret and intelligence services will then be dealt with in the legal systems considered. The structure of relations between the executive and legislative branches will be analysed, with particular reference to parliamentary and judicial control in Italy, France, Germany, Belgium, Spain, the United Kingdom and the United States.
Practices and/or work group will take place during the course.
In addition, more in-depth seminars will be organised.
Prerequisites
Basic knowledge of Italian and comparative constitutional law.
No prerequisites are required.

Any refresher and/or in-depth teaching materials will be provided by the instructor during the course and uploaded to Classroom.
Frequency
Attendance at the course is not compulsory for the examination.
Exam mode
The exam is oral. The profit will be monitored by means of three oral questions on the topics listed in the program, in order to verify the acquisition by the students of the knowledge of the subject, the reasoning ability, the logic of argumentation and the methodological learning of the subject.
For attending students during the course an oral or written intermediate test (in accordance with the number of participants) on a part of the program is scheduled. Oral intermediate test will take place in the same way as the final exam. Three open questions will be issued for the written intermediate test.
Lesson mode
The course will mainly take place through lectures.
To achieve the training objectives specified above and to contribute to the development of critical skills in learning, moments dedicated to practices and / or individual or work group will also be provided.
