Ingegnere Civile dal 13/12/1994, presta servizio in qualità di Professore Ordinario presso la Facoltà di Ingegneria Civile e Industriale dell'Università di Roma "La Sapienza" dal 01/04/2022 fino alla data odierna, afferendo al Dipartimento di Ingegneria Civile, Edile e Ambientale (DICEA). Dal 1° gennaio 2018 al 31 marzo 2022 e dal 1° marzo 2002 al 31 dicembre 2017 ha prestato servizio rispettivamente come Professore associato e Ricercatore nella stessa struttura. In precedenza, dal 22 maggio 2000 al 28 febbraio 2002 è stato titolare di un assegno di ricerca (art. 51 comma 6, della Legge n. 449 del 27.12.97 e D.M. attuativo del 11.02.98) della durata di 12 + 12 mesi. Ha conseguito il titolo di Dottorato di Ricerca in “Infrastrutture di Viabilità e Trasporto” (XI Ciclo) nel marzo 2000 fruendo di una Borsa di Studio della durata di 3 anni. In precedenza, ha avuto esperienze lavorative e professionali presso Enti Statali e società di Ingegneria pubbliche e private sviluppando attività connesse con la progettazione, la costruzione e la gestione di opere civili, e in particolare di infrastrutture viarie.
L’attività di ricerca è focalizzata su temi inerenti il progetto, la costruzione e la gestione delle infrastrutture viarie. Inoltre, sono stati sviluppati numerosi modelli per la valutazione del rischio incidentale sulle infrastrutture di trasporto.
Membro della SIIV (Società Italiana Infrastrutture Viarie) dal 2004 e del Consiglio Direttivo SIIV nel quadriennio 2020-2024.
Nel 2004 è stato membro del comitato tecnico 4.3 nazionale AIPCR (Associazione mondiale della strada) “Pavimentazioni stradali” per il quadriennio 2004-2007.
Dal 2009 al 2015 è stato membro del Gruppo di lavoro per la predisposizione delle linee guida generali per la corretta installazione su strada dei dispositivi di ritenuta stradale” costituito presso il Ministero delle Infrastrutture e dei Trasporti – Dipartimento per i trasporti, la navigazione e i sistemi informativi statistici – Direzione generale per la sicurezza stradale.
Componente nominato dal MIT (dal 2018 ad oggi) del Comitato Tecnico Permanente per la sicurezza dei sistemi di trasporto ad impianti fissi (art. 8, comma 9 bis L. 221/2012).
Esperto in materia di tecnica e normativa ferroviaria indipendente dai gestori dell’infrastruttura, dalle imprese ferroviarie e dall’ANSFISA (dal 2021 ad oggi), che, in caso di incidenti, incidenti gravi ed inconvenienti, può essere individuato da DIGIFEMA per svolgere il ruolo di Investigatore incaricato come da elenco di cui all’art. 20, comma 7, del DL 14/052019, n. 50 ed all’art. 4 comma 4 del DL 06/09/2011, n. 165.
Nel 2021 è stato membro effettivo della “Commissione di Studio istituita dal Ministro delle infrastrutture e della mobilità sostenibili con DM 131 del 07-04-2021 sui cambiamenti climatici, infrastrutturali e mobilità sostenibili”.
Membro designato in Commissioni giudicatrici in concorsi pubblici per ruoli dirigenziali e per ricercatori/professori universitari e per l’affidamento di appalti di opere pubbliche di rilevanza strategica.
Ha partecipato a numerosi convegni nazionali e internazionali come relatore di memorie, moderatore di sessioni scientifiche. È membro esperto in numerose riviste internazionali svolgendo l’attività di referaggio per articoli scientifici internazionali.
È autore di oltre 150 pubblicazioni scientifiche alcune su riviste internazionali indicizzate e altre su convegni internazionali e nazionali, su temi riguardanti le infrastrutture stradali, ferroviarie e aeroportuali.

Giuseppe Loprencipe has been a Civil Engineer since 13 December 1994. He has been serving as a Full Professor at the Faculty of Civil and Industrial Engineering of Sapienza University of Rome since 1 April 2022 and continues in this position to the present day. He is affiliated with the Department of Civil, Building and Environmental Engineering (DICEA). From 1 January 2018 to 31 March 2022 and from 1 March 2002 to 31 December 2017, he served respectively as Associate Professor and Researcher within the same Department.
Previously, from 22 May 2000 to 28 February 2002, he held a Research Fellowship (Art. 51, paragraph 6, Law No. 449 of 27 December 1997 and implementing Ministerial Decree of 11 February 1998) for a period of 12 + 12 months. In March 2000, he obtained a PhD in Road and Transportation Infrastructure Engineering (11th Cycle), supported by a three-year doctoral scholarship.
Before his academic career, he gained professional experience within public authorities and public/private engineering companies, carrying out activities related to the design, construction, and management of civil engineering works, particularly transportation infrastructures.
His research activity focuses on the design, construction, and management of transportation infrastructures, with particular emphasis on road infrastructures. He has also developed several models for assessing accident risk on transportation networks.
He has been a member of the SIIV – Italian Society of Road Infrastructures since 2004 and served on the SIIV Executive Board during the 2020–2024 term.
In 2004, he was appointed a member of the Italian National Technical Committee 4.3 of the World Road Association (PIARC) on Road Pavements for the 2004–2007 period.
From 2009 to 2015, he served on the Working Group established by the Italian Ministry of Infrastructure and Transport for the preparation of the General Guidelines for the Proper Installation of Road Restraint Systems, under the Department for Transport, Navigation and Information and Statistical Systems – Directorate-General for Road Safety.
Since 2018, he has been a member, appointed by the Ministry of Infrastructure and Transport (MIT), of the Permanent Technical Committee for the Safety of Fixed-Installation Transport Systems (Art. 8, paragraph 9-bis, Law No. 221/2012).
Since 2021, he has been listed as an independent expert in railway engineering and railway regulations, independent from infrastructure managers, railway undertakings, and ANSFISA. In the event of accidents, serious incidents, or occurrences, he may be appointed by DIGIFEMA as Investigator-in-Charge, pursuant to Art. 20, paragraph 7, of Legislative Decree No. 50 of 14 May 2019 and Art. 4, paragraph 4, of Legislative Decree No. 165 of 6 September 2011.
In 2021, he was a full member of the Study Commission on Climate Change, Infrastructure and Sustainable Mobility, established by the Italian Minister of Infrastructure and Sustainable Mobility through Ministerial Decree No. 131 of 7 April 2021.
He has been appointed as a member of examination and evaluation committees for:
public competitions for executive and managerial positions;
recruitment of university researchers and professors;
procurement procedures concerning strategic public infrastructure projects.
He has participated in numerous national and international conferences as an author, keynote speaker, and scientific session chair. He also serves as a reviewer and expert evaluator for several international scientific journals.
He is the author of more than 150 scientific publications, including papers published in indexed international journals and contributions presented at national and international conferences. His research covers topics related to road, railway, and airport infrastructures, transportation engineering, infrastructure safety, and asset management.
