Module 1: Context and Tools of Healthcare Management (4 hours)
● The Regulatory and Organizational Context:
○ Principles and structure of the National and Regional Health Service.
○ The Healthcare Company: mission, vision, and organizational models (departments and
operational units).
○ Clinical Governance as a strategy for quality and
safety.
● The Management of Healthcare Professions and the Role of Nursing Management:
○ Structure, functions, and responsibilities of the Manager and Coordinator of
healthcare professions.
● Principles of Resource Management:
○ Human capital management: notes on determining personnel
needs and shift planning.
○ The appropriate use of structural and technological resources: principles of
efficiency, effectiveness, and cost-effectiveness.
Module 2: Organizational Models and Care Team Management (4 hours)
● Organizational Models of Nursing Care:
○ Comparative analysis of the main models: functional (by task), small-team
(team nursing), and sector-based (modular nursing).
○ Person-centered models: primary nursing and case management
as tools for care management and continuity.
● Team Management and Professional Integration:
○ Care support roles (e.g., nursing assistant) with a focus
on the regulated role of the Social Health Worker (OSS): the process of
assignment and delegation, areas of integration, and the responsibilities
of the nurse.
● Tools for Planning and Process Management:
○ The importance of integrated clinical documentation (nursing
records, care plans) for planning, continuity, and
evaluation of care.
Module 3: Risk Management and Patient Safety (4 hours)
● Introduction to Risk Management: The concept of error in healthcare (human
and system error) and the relevant regulations for healthcare safety.
● The risk management process: The phases of risk identification, analysis, assessment,
and risk treatment strategies.
● Nurses' professional responsibility: Legal and ethical implications for managing errors and adverse events.
● From error management to improvement: Safety culture,
incident reporting, and organizational learning for prevention.

role and related professional profile of the Nurse.
● Law of February 26, 1999, No. 42: Provisions regarding healthcare professions,
which repeals the job description and defines the scope of activity and responsibilities.
● State-Regions Agreement of February 22, 2001: Identification of the role and related
professional profile of the Social-Health Worker and definition of the educational structure of training courses.
● Law of August 10, 2000, No. 251: Regulation of healthcare professions and establishment
of healthcare management.
