Course program
The module guides students to understand how managerial reform and public governance have reshaped Italy’s National Health Service, clarifying core terminology, levels of stewardship, and the authorization–accreditation continuum. It interprets the shift from New Public Management to collaborative governance, linking principles, responsibilities, and accountability to nursing and midwifery leadership. Territorial care is read through the lens of recent standards (e.g., community-based hubs, intermediate care, urgent community access, care coordination, Family and Community Nurses), highlighting multiprofessional integration and longitudinal care for chronic conditions. Students explain financial vs. accrual accounting and apply planning and control tools: cost centers, pathway costing, budgeting, and variance analysis. They analyze performance dashboards and multi-dimensional systems (outcomes, processes, experience), debating variability, equity, and priority setting. Organizational and technological decisions are framed with HTA and Value-Based Healthcare, tying clinical outcomes, patient experience, and costs to generated value. Clinical governance is translated into practice via PDTA design, clinical audit, patient-reported measures, and risk management (incident reporting, RCA, FMEA). Workforce governance addresses staffing needs, skill-mix, workload, and care models, with implications for safety and quality. Digital health is treated as an organizational lever—telemedicine, interoperability, and data for continuous improvement. Learners compare alternatives, justify managerial choices using indicators and constraints, and design measurable micro-interventions. The pathway consolidates precise technical language, the ability to read complex contexts, and the design of sustainable, value-oriented solutions. Assessment integrates an applied dossier, a project presentation, and an oral exam, rewarding coherence between aims and metrics, feasibility, and clarity of argument.
