Organization and responsibilities of the AQ of the CdS

The Quality Assurance (QA) System of Sapienza is fully described on the Quality Team webpages, available at https://www.uniroma1.it/it/pagina/team-qualita.
These webpages illustrate the ten‑year process undertaken by the University to develop the Sapienza Quality Assurance framework, the organisational model adopted, the actors involved in QA (Quality Team, Monitoring Committees, Joint Student–Academic Committees, Degree Programme Quality Committees), the active Working Groups, the main activities carried out, and the documentation prepared for the management of QA processes in Teaching, Research and the Third Mission.
The webpages also serve as a communication platform and provide reference data for activities related to the Cyclical Review, for drafting the reports of the Joint Student–Academic Committees and Monitoring Committees, and for completing the SUA‑Teaching and SUA‑Research forms.
Each Degree Programme and each Department may adapt the Sapienza Quality Assurance Model defined on the Quality Team webpages to their own organisational specificities, while respecting the models and procedures established by ANVUR and the Quality Team. The webpages of each Degree Programme and Department, together with the SUA‑Teaching and SUA‑Research forms, constitute the communication tools for implementing the Quality Assurance System at Degree Programme and Department level.
The Quality Management Committee (CGQ) is composed of the President of the Degree Programme, additional academic members, one technical‑administrative staff member and one student. The names and roles are listed below:

Through the CGQ, the Degree Programme monitors the Cyclical Review Reports, assesses their outcomes, highlights strengths, identifies any critical issues and proposes changes deemed necessary. It verifies the adequacy and effectiveness of the management of the Degree Programme and, where necessary, proposes corrective actions to be included in the subsequent Cyclical Review Report. It also checks the content of individual course syllabi and monitors the regular delivery of teaching.
The CGQ generally meets quarterly and at the end of each year to conduct an overall assessment. It also meets to address deadlines related to the SUA forms, and whenever the need arises, either at the request of CGQ members or upon notification by students or academics.
Throughout the academic year, the Quality Management Group conducts its work continuously in terms of organisation, responsibility, verification, data collection and data processing, both before and after the meetings of the Degree Programme Board, as part of the Cyclical Review process. The Group meets collectively and schedules regular meetings, and in any case whenever it is required to prepare acts, responses, documents and official reports for the Degree Programme Board, the Joint Student–Academic Committee or University governance bodies, in accordance with the procedures established by ANVUR.

Consultation with representative organizations

The Degree Programme is proposed within an institutional framework and following a series of consultations involving both national and local stakeholders. The Decree issued by the Ministry for Territorial Cohesion on 4 May 2021 provides for actions to support the expansion of the university educational offering in the regions affected by the 2016 earthquake, giving priority to universities with a campus located in the affected areas. This Decree implements Article 1, paragraph 194, of Law no. 178 of 2020 (2021 Budget Law). For this reason, the first round of consultations was carried out at parliamentary level, resulting in a strong recommendation to establish this programme in order to meet the needs identified in the Decree.
Following the publication of the Decree, several meetings were held with the relevant members of the Regional Government of Lazio, specifically the Regional Councillor for Education and the Regional Councillor for Economic Development. After obtaining their favourable opinion, further consultations were carried out with the President of the Province of Rieti and the representative of the Municipality of Rieti, as well as with representatives of Sabina Universitas, a consortium which includes the Province of Rieti, the Municipality of Rieti, the Varrone Foundation, the Order of Engineers of the Province of Rieti and the Local Health Authority (ASL) of Rieti.
These meetings, held mostly online between July 2021 and November 2021, all produced positive outcomes in support of the establishment of the Degree Programme. The results were regularly reported during the meetings of the Educational‑area Board (Consiglio d’Area) of Rieti and recorded in their minutes. All institutions involved expressed appreciation for the educational programme currently delivered in English at the Rieti campus and emphasised the need to introduce a Bachelor’s Degree taught in Italian, consistent with the long-standing teaching tradition of the Rieti campus of the Faculty of Civil and Industrial Engineering. At the same time, they highlighted the importance of increasing the number of technologically advanced subjects in order to train professionals capable of contributing effectively to the construction sector, including activities connected with post‑earthquake reconstruction.
Based on all the consultations carried out by the University Governance with the aforementioned stakeholders, it was agreed that the proposed Degree Programme will be established in accordance with the aforementioned Ministerial Decree.

Consultation with representative organizations (subsequent consultations)

Relations and consultations with organisations representing stakeholders have continued in the years following the establishment of the Degree Programme, in order to verify the quality of the new programme and ensure its alignment with labour market needs. Further consultations have also been initiated to adapt the Degree Programme to the Ministerial Decree defining the new Degree Classes.
The President and academics of the Degree Programme regularly meet professional associations in the sector to involve them in defining the educational guidelines, ensuring that graduates acquire skills that meet the demands of the labour market. These meetings are also intended to present the educational offering and the study path followed by students, so that the characteristics and competences of graduates are clearly known and can facilitate their placement in the job market. Some examples of these activities are provided below.
On 11 January 2024, academics from the Degree Programme were invited to participate in the seminar “Ricostruiamo Amatrice: Ricostruzione e Sostenibilità”, where they presented the educational offering with particular emphasis on the competences developed in the field of post‑earthquake reconstruction.
On 28 February 2024, a meeting was held in Rieti with local operators, including professional firms.
Agreements are currently being finalised with ANCE Rieti, part of the Industrial Association of the Province of Rieti, which represents construction companies of all sizes and legal forms operating in public works, residential construction, commercial and industrial construction, and development projects. The association also covers companies operating in specialist construction sectors. ANCE Rieti has expressed its intention to fund scholarships for specific projects to be carried out by students in construction companies, including as part of the dissertation or through traineeships.
On 13 March 2024, the President and some academics of the Degree Programme took part in a seminar organised by the Order of Engineers of the Province of Rieti, with the participation of a representative of the National Council of Engineers (CNI), on competence certification as an added value and a factor of competitiveness for the engineering profession.
At Faculty level, regular consultations are carried out with organisations representing the professional sectors to which the Degree Programmes are addressed, through the Memorandum of Understanding FIGI – Faculty of Engineering and Large Enterprises (http://figi.ing.uniroma1.it/#governance).
The meeting held on 6 May 2024 at 15:30 was aimed at analysing and discussing, together with representatives of organisations in the production, service and professional sectors, the study paths and learning outcomes, also in relation to labour market needs and developments. For this purpose, representatives received well in advance the illustrative material on the Faculty’s educational offering and a questionnaire designed to gather relevant information for the discussion, such as the solidity of students’ technical preparation, the rigour of methodological approaches, the adequacy of soft skills, and the strengths and weaknesses of graduates’ preparation. During the meeting, the FIGI coordinator presented the main aspects of the new Ministerial Decrees reforming the Degree Classes, anticipating the need for a second meeting to be held by November 2024 for further in‑depth discussion.
The meeting held on 29 October therefore aimed to present in detail the reform Decrees on the Degree Classes, illustrating the main innovations, principles, objectives and relevant aspects introduced by the two Decrees, as well as the main implications for each Degree Programme offered by the Faculty and the reorganisation activities underway or recently completed. During the meeting, suggestions and recommendations were collected from representatives of organisations in the production, service and professional sectors, who also expressed interest in participating in professional seminars and offering internship and traineeship opportunities.
