The course covers the analysis of the public law main issues. General concepts; juridical system; constitutional law; Constitution and concept of sources of law; methods for the resolution of antinomies, Constitutions classifications; constitutional history; principles and limits of Constitution revision; forms of State; systems of government. Republic organization; Parliament: electoral system and electorate; bicameralism and Parliament in joint session; internal organization of Parliament; the legislative process and constitutional review process; referendum to repeal a law. President of the Republic and Government: election and atttibutes of the President of the Republic; making,composition and crisis of Government; acts with the force of law; regulations. Autonomies of the Republic; Regions and organisation; Regions and regional sources; local autonomies; financial autonomy of the Regions and local authorities; social autonomies. Public administration: constitutional principles and organization; administrative procedure; agreements and simplification; administrative acts; public administration of economy; independent administrative authorities. EU: European Constitution; EU institution; EU sources. The freedoms: history and structure of the fundamental rights; guarantees; individual and collective freedoms; social rights; personal freedom; freedom of residence; freedom of movement and residence; freedom of expression; freedom of religion; freedom of meeting; freedom of association; parties and trade unions; social rights (right to work and economic freedom). Constitutional jurisdiction and common jurisdiction; control of constitutionality; Constitutional Court and its composition; functions of the Constitutional Court; the types of decisions of the Constitutional Court; common jurisdiction; special jurisdiction.

It is a first -year exam and requires no prerequisites or propaedeutics to take it

To prepare for the exam, the student is required to study: Roberto BIN, Giovanni PITRUZZELLA, Diritto pubblico, Giappichelli, Turin, latest edition. It is necessary to consult the Constitution and the fundamental laws of public law. For this purpose, we recommend the volume published by Giuffrè “Leggi Fondamentali del Diritto Pubblico e Costituzionale” latest edition

Course attendance is optional. Students who intend to take the extemption are required to attend lessons.

The assessment consists of an oral test lasting about half an hour during which students will be asked questions relating to the different parts of the program. Only for attending students it is possible (but not compulsory) to take an intermediate test (exemption) which will take place during the lessons on the dates that will be announced by the teacher during the lessons. The test, lasting about two hours, consists of four or five open-ended questions on specific parts of the program indicated in advance by the teacher.

The Public Institutions course provides students with the necessary tools for the study, knowledge, understanding and development of the main topics of Italian public law. The course lasts 63 hours.
