GEOPOLITICS AND INFRASTRUCTURE SECURITY

Course objectives

The aim is to provide spatial interpretative tools useful for understanding the action of subjects operating in the field of infrastructure planning, management of their security and the analysis of their critical factors, in order to allow us to grasp the complexity and interrelations between the various geopolitical and geo-economic phenomena in the dynamics related to infrastructural security . The theoretical framework will be applied to concrete cases of instability and risk at the different scales of analysis. The student will learn the fundamental categories of economic geopolitics in order to enhance the importance of resources, critical infrastructures and territorial capital in development processes. At the end of the course the student is expected to be able to apply the categories of geopolitics-economic to the study of the international reality, in order to understand crisis and development factors both at local and regional level. Once sufficient familiarity has been achieved, the student will be able to independently assess the territorial impact of infrastructural structures, including those relating to cyber space, energy and raw materials, and to understand their development projects, and the associated risk factors for country systems.

Course program
The course will be splitted into three modules: 1) The geopolitical discourse in infrastructure planning. the concept of critical infrastructure 2) Geopolitics and security of land, sea and air infrastructures 3) Geopolitics and security of energy and telematic networks (cyber security) In the first module (first eight lessons) topics aimed at explaining the historical evolution of infrastructural policies and the use of the latter as an instrument of power (internally and externally) and consensus will be addressed. concept of critical infrastructure and its evolution. In the second module (second eight lessons) specific cases relating to land infrastructures (Roads, Railways, Inland waterways) that create geopolitical relations between subjects (States, Regions, Macro-regions) will be addressed. The issue of infrastructure security is linked to the geopolitical one. The risk factors that undermine the safety of infrastructural assets and some specific strategic infrastructures will be analyzed. and institutional subjects (states, port and system authorities). The third module will deal with the security of energy and telematic networks and the importance of cyber security in the contemporary reality. During the course, students will be asked to do in-depth work either individually or in groups, and lectures/exercises will be roganized to check the correct learning of the content and the proper use of the tools provided.
Prerequisites
Knowledge of basic notions in geography, as well as in the most recent developments in geopolitically relevant international matters, is required. In this regard, it is highly recommended that students prepare for the exam by making use not only of up to date atlases but also of specialized magazines. Visiting authoritative websites which focus on geopolitical themes is also advised.

attendance is not compulsory but strongly recommended in order to be able to take intermediate tests with greater familiarity
Exam mode
mode with Partial Exemptions THREE written tests are scheduled during the course (60 min) with questions on topics developed during the course. The questions may be closed (multiple-choice) or open (development of one or more themes).The objective is to verify the knowledge acquired in itinere by facilitating the student in the path of exam preparation The final grade will be given by the average of the 3 tests It will be possible to accept the final grade as the exam grade. In case you do not accept the grade the exam must be taken again on the whole program. Single final exam mode The single final exam consists of a 20-30 minute oral interview on the three main topics of the course. The oral test is intended to test the ability to argue and discuss the main topics covered in class.

Lectures are conducted in a traditional manner with frequent interactions between lecturer and student in order to stimulate active participation
