International Relations and Supranational Institutions

The course will start from the genesis of the Italian Constitution of 1948, with a focus also on the contemporary experience of the foundation of the French Fourth Republic. Subsequently, the process of implementation of the Constitution between the 1950s and the 1970s, during the historical phases of centrism, centre-left coalitions and national solidarity, will be analysed. The European part of the course will begin with the debate in the pro-European Movements and with the establishment of the Council of Europe in 1949. This will be followed by an examination of the evolution of the Community institutional system built with the 1951 ECSC Treaty and the 1957 Treaties of Rome. Special attention will be devoted to the role gradually assumed by the parliamentary assembly, at a time when representatives were appointed by national parliaments. The course will subsequently address the transformations of the Italian political-institutional system from the 1980s onwards, with the opening of the debate on institutional reforms, electoral reforms, the radical change in the party system, and the evolution of institutional balances. The analysis of these changes will proceed in parallel with that of the development of the European institutional framework, from the relaunch of the 1980s to the reforms introduced by the Lisbon Treaty, after the failure of the 2002-2005 attempt to provide the European Union with a Constitution.

The assessment method will be a test that will take place in oral form, on the basis of about five questions. Students attending the course will have the possibility to do a facultative intermediate written test with open-ended questions. The oral test and the facultative intermediate written test are both aimed at ascertaining the level of knowledge and understanding achieved by the student of the topics of the course and the ability to analyze them.

The course will be based on frontal lectures on the different topics of the programme. During these lessons, students will constantly be asked to express their points of view, so that their ability to exercise critical thinking will be increased. The attendance of the course is optional.
