Theory and practice of citizenship

Course objectives

The course aims at introducing students to the knowledge of citizenship as social, cultural, political and institutional phenomenon. Citizenship has been of crucial importance in the building of democratic societies; but nowadays it is living deep changes. These changes have given place to unexpected developments, with uncertain results. In any case, they have definitely modified the citizenship device, which remains, however, an essential point of reference for the building and development of democratic societies. Specific objectives of the course are the following: - To offer students a systematic knowledge of democratic citizenship as an inclusion, cohesion and development device of modern and contemporary societies, with reference to the results of scientific research started in the '90s; - To enable students to employ an empirical approach to observe and analyze social, cultural, political and institutional dynamics involving democratic citizenship; - To favor the students' abilities to evaluate situations and processes, as well as to build scenarios on the future of democratic citizenship, through case studies, dialogue with experts, discussion on controversial topics, exercises. Dublin Descriptors 1. Knowledge and understanding: through the lessons, students will gain appropriate knowledge to understand the phenomenon of democratic citizenship through the conceptual structure that will be provided. 2. Applying knowledge and understanding: the mix of theoretical topics and analysis of materials and cases will enable students to develop a proper operational ability, so that they will learn to use concepts and theories at the end of gather information on citizenship and its transformations. 3. Making judgements: the analysis of the ongoing transformations in democratic citizenship will enable students to enhance their attitude to deliver autonomous judgements, also thanks to individual exercises and working groups. 4. Communication: through class discussion of themes and issues dealt with in the lessons, and through individual or group presentations, students will improve their communication abilities. 5. Learning skills: students will be stimulated to refine learning techniques and methods through the interaction with the teacher as well as with researchers, experts, and people engaged in public policies during ad hoc meetings. In the final evaluation students will have to prove that have proper knowledge and abilities, so that they could produce information on the citizenship phenomenon and elaborate critical reflections and operational strategies to be used in a professional environment.

The course will be organized as follows: 1. Introductory elements - Citizenship in modern societies - Citizenship as a social, cultural, political and institutional phenomenon - Citizenship as a heuristic tool and as an etiological factor 2. The paradigm of democratic citizenship - Citizenship as a device for inclusion, cohesion and development - The main currents of citizenship studies: liberalism, neo-republicanism, communitarianism - The components of democratic citizenship: belonging, rights and duties, participation 3. The crisis of the paradigm - Developments in citizenship research since the 1990s - The crisis factors with reference to the three components of citizenship - Attempts to respond to the crisis: civic education, community politics, participatory and deliberative democracy, citizenship income, etc. - Citizenship in the second modernity 4. Anomalies and evolutions - "Citizenships": focus on European citizenship, active citizenship, multicultural citizenship, gender citizenship, cosmopolitan citizenship, etc. 5. The developments of citizenship in Italy - Citizenship in the Constitution and the construction of republican citizenship - The dynamics of change since the 1970s - Citizenship in Italy after Covid-19 emergency The last part of the course will be devoted to in-depth studies on specific topics and to meetings with scholars, experts and protagonists of the developments of democratic citizenship

Frequency
Attendance is not mandatory
Exam mode
To take the exam, students can choose between two options: a - oral examination based on the two reference books of the course or b - oral examination based on * the Moro's "Cittadinanza" reference book and * a 30.000 characters (with spaces) paper on a topic to be agreed with the teacher, that must be delivered one week before the exam. Evaluation criteria will be the following: 1. Accuracy, consistency and conceptual rigor; 2. Ability to use the course concepts to deliver appropriate representations and interpretations of reality; 3. Active participation in class activities (for attending students only).

Lesson mode
The course will be structured in: - lessons, aimed at providing the conceptual structure of the study of democratic citizenship; - seminars, meetings with experts and labs, at the end of examine specific issues related to democratic citizenship phenomenon; - individual exercises, teamwork, setting up of thematic presentations, at the aim of favoring the ability to use conceptual tools to produce information and analysis and to evaluate phenomena related to democratic citizenship
