Course objectives

The course will provide in-depth knowledge from a comparative perspective on the role of the parliaments in the evolution of the constitutionalism with reference to the evolution of structures, internal organizations and functions, in particular legislative and control function. These are very important contents that can provide the student with useful knowledge to develop specific competences on the different systems in a comparative perspective and to develop those skills necessary to understand complex realities in order to apply this knowledge in the working field. This course fits perfectly within the specific objectives of the programme of course in Political Sciences as it allows an in-depth knowledge and an adequate understanding of the legal (and political) elements of the organisation of parliaments and governments and it also allows to develop an autonomous capacity to analyze the institutional dynamics in a comparative dimension. What is more, in order to apply themselves to the acquired knowledge and to implement their judgement autonomy, students will work through practices and / or work group on specific topics covered by the course. This will allow students to develop the skills to communicate what they have learned in frontal lessons even in a working context or just to continue for further studies.(Doctorate, Master, etc.). Finally, the verification of the achievement of the knowledge and skills described will be achieved not only through the traditional final examination but also in the continuous and progressive monitoring of learning outcomes by means of oral intermediate tests.

Program - Frequency - Exams

Course program
The course is divided into three parts: In the first part the role of the parliaments in the evolution of constitutionalism will be analyzed. In particular, the origins of the parliaments, the bicameral structure and the functions of the parliaments will be discussed. The lessons on this part will be provided in the first and in the second month of the course. In the second part the experiences of Italy, France, Germany, the United Kingdom, and the United States will be analyzed and the following topics will be covered: 1. The sources of parliamentary law; 2. Status of MPs; 3. Organization and functions of the parliament 4. Functions and procedures of the Parliament: the parliament-government relationship; the legislative process; control function, inspection and cognitive procedures and parliamentary investigative power. The lessons of this part will be held between the first and second month of the course. In the third part thematic area, the role of national parliaments in the process of European integration will be specifically analyzed: from the Treaty of Maastricht to the Treaty of Lisbon with particular reference to the experiences of Italy, France, Germany, and the Nordic countries. The lessons of this part will be provided in the third month of the course. Practices and/or work group will take place during the course. In addition, more in-depth seminars will be organised.
Prerequisites
Basic knowledge of Italian and comparative constitutional law. No prerequisites are required.
Frequency
Attendance at the course is not compulsory for the examination.
Exam mode
The exam is oral. The profit will be monitored by means of three oral questions on the topics listed in the program, in order to verify the acquisition by the students of the knowledge of the subject, the reasoning ability, the logic of argumentation and the methodological learning of the subject. For attending students an oral (two, at the request of the students) intermediate test is scheduled during the course on a part of the program. Oral intermediate test will take place in the same way as the final exam.
Lesson mode
The course will be primarily lecture-based. In order to achieve the above training objectives and to contribute to the development of critical learning skills, time will also be devoted to exercises and/or group work and to in-depth seminars. Attendance at the course is not compulsory for the examination.
