Course objectives

The aim of the course is to provide students with an in-depth knowledge of the main hubs through which the public administration in Italy was established and from the Unification to the present day.

Course program
Starting from the analysis of the administrative model chosen in the aftermath of the Unit, whose origins and influences will be evaluated, the course will focus on the subsequent evolution of the public administration in the second half of the nineteenth century, analyzed both for what concerns the organization of the public apparatuses, both in terms of the relationship between the public administration and the political and institutional structure of the State, and, finally, in relation to the historical evolution of the nature and characteristics of the public employment. After a critical excursus on the incisive reform of crispino, which carried out the so-called "second administrative unification", the course will continue highlighting the analogies and discontinuities present in the transition from the liberal age to the fascist dictatorship. Subsequently, the evolutionary lines of the public administration in the Republican age will be analyzed, highlighting the links with the past as well as the attempts at reform, until the advent of the "administrative federalism" and the digitization of the public administration.
Prerequisites
In general, a basic knowledge of Italian history in the contemporary age is required. We therefore recommend the use of a recent history manual - 19th-20th centuries - for use in high schools as a useful support in the study of the discipline.

Attendance is not mandatory but recommended.
Exam mode
The oral exam, which lasts about 30 minutes, is intended to ensure that the knowledge and skills relevant to the exam described above are sufficient. In order to achieve this goal, candidates will be asked at least 4 questions on different topics covered in the texts indicated in the program. Solely for attending students will be given the opportunity to perform, at the end of the course, a written test consisting of three (closed stimulus and open-ended) questions. Those who have obtained a grade not less than 18/30 in this test will bring to the oral examination only the rest of the program.
Lesson mode
Classes will be carried out according to traditional university teaching methods. Therefore, through frontal lectures, we will select the topics considered most relevant and formative of the course. Any questions asked by the students on the topics developed during the class are encouraged at the end of the lesson. The attendance of the course is optional, but strongly recommended.
