Law of public communication and sustainability

Course objectives

A knowledge and understanding: the course aims to highlight the italian Constitutional law and to describe the path of institutional and political transformation of the European Union. These notions are necessary to analyze the legal profiles of communication in the public sphere, its origin and its current definition. In this way, it will be made clear in what terms it is possible talk about sustainability and democracy. B. applying knowledge and under standing: analyzing the legislation, the doctrine and some case law, students will be helped to understand the legal system and its practical implementation. The acquired competences will be usable both in the planning and in the operating phases public of information and communication policies targeted towards sustainability, innovation and inclusion. Particular attention will be paid to the gender issue, as a cross-cutting factor to the processes considered in the UN Agenda 2030. C. making judgements: Students will learn the tools with which, through the media, individuals and groups can activate forms of public control of institutional power centers and pressure for democratic change. The student will know, in particular, analyze correctness and effectiveness of institutional communication campaigns (at national and EU level) and assess related public policies. D. communication skills: a written multiple-choice assessment questionnaire on public law fundamentals will be submitted to the students in order to verify their entrance level. Possible mid-term exams will be agreed only with the attending students. At the end of the course is scheduled for all students a final oral exam. E. learning skills: analyzing the legislation, the doctrine and some case law, students will be helped to understand the legal system and its practical implementation.

Program - Frequency - Exams

Course program
At the beginning of the course the degree of knowledge at the entrance of each student will be evaluated and a specific basic training will be proposed for those who have never taken exams in legal disciplines. The course aims to treat a general part and a monographic part. The topics for the general part will be: theoretical framework of modern constitutionalism and democratic legitimacy among voters; principle of popular sovereignty and forms of participation and control; political rights and their participation in aggregate tools; rights activism and forms of democratic control against authoritarianism; dissemination of knowledge in the public sphere. The topics for the monographic part will be: the fundamental principles of EU law and the founding values of the Union (respect for human dignity, liberty, democracy, equality, solidarity, the rule of law and human rights); European public space between lobbying and public affairs; public information and communication in Italy and Eu; legal concept of network; regulation of the media system in Italy. During the course will be offered additional focus in (practical cases and current issues) with guests from outside the Department.
Prerequisites
It doesn't require formal prerequisites, but the study of the bases of public law is presupposed. Teaching mode
The course’s lessons consist in class lectures supported by the available multimedia tools. Students’ attendance is strongly encouraged in order to strengthen the learning of new notions and to stimulate the attention on the practical returns in the social context of the assimilated concepts. During the course there will be follow-up lessons and various debate meetings with visiting hosts on practical case studies and current events. Moreover, a mid-term practice exercise based on the case studies and on the available educational material about personal data protection and on-line public consultation will be offered to the attending students.
Exam mode
