Curriculum
Since March 2018 he is Full Professor of Economic Statistics and Methods of Policy Evaluation at the Department of Social and Economic Sciences, Faculty of Political Sciences, Sociology and Communication of La Sapienza, University of Rome. Previously, since November 2007 he was Full Professor of Statistics. In the same department he teaches Statistical Methods for Regional Policies and before Regional Policy Evaluation Methods. In January 2007 he was appointed Full Professor of Economic Policy Evaluation and of Economic Statistics at the Faculty of Statistical Sciences of the University of Bologna. In the same Faculty he has taught Evaluation of Economic Policies, Economic statistics, Business statistics, Analysis of longitudinal and spatial data. He also taught, in the Faculties of Political Science and Statistical Sciences of La Sapienza, University of Rome, the course on Methods of Policy Evaluation. He lectured Policy Evaluation in PhD Program in Economics in Sapienza and Roma Tre.
He was Coordinator of the PhD Program in Models for Economics and Finance of La Sapienza, University of Rome and previously Coordinator of the PhD Program in Economic Statistics. He was also a member of the Evaluation Unit of the Faculty of Political Science and of the Scientific Research Commission of Sapienza. He was a member of the PhD Committee of Sapienza, Senior Fellow of the Advanced School of Advanced Studies of Sapienza and a member of the Board of the Doctoral School of Economics of Sapienza. He is currently in the Board of the Doctoral School of Social Sciences and Economics of Sapienza and director of the curriculum “Policy Evaluation”.
He received his M.Sc. in Economics from London School of Economics (1986) and his PhD (Dottorato) in Mathematical, Economic and Statistical Methods for Social Sciences from University 'La Sapienza', Rome (1990). In the academic year 1991-92 he was Academic Visitor at the Economic Department of University College, London. In 2003 he was Academic Visitor, Department of Agricultural and Food Economics, University of Reading (UK).
From 1987 to 1998 he was Economist at the Research Department of Bank of Italy, where he directed the Sectorial and Regional Analysis Unit. He estimated the supply block of the Bank of Italy econometric model.
As expert he participated to several Committees and Study Groups of Ministers and Public Administrations. From 2000 to 2008 he was appointed Co-ordinator of the Group of Experts for the Evaluation of the State Aids in the Ministry of Economic Development, and from 2002 he was on charge of the scientific co-ordination of the annual Relazione sugli incentivi alle imprese. From 2000 to 2008 he was also appointed as Scientific Director of the Econometric Group in charge of the estimation and the maintenance of the econometric model for the evaluation of the policy intervention in the Mezzogiorno. He was President of the commission for the explorative analysis in the Mezzogiorno, Scientific Coordinator for the evaluation of the National Program "Research and Competitiveness", Coordinator of the Expert Group for the Evaluation of technological Districts. From 2007 to 2009 he was President of the Commission for the analysis of R&D in the Mezzogiorno, Ministry of Industry. He was the Scientific Co-ordinator of the National Program Research and Competitiveness (section Aids to R&D) and in the Scientific Board of the National project on Smart Specialization Strategy for the Regions. He was Principal Investigator for the post-evaluation of the ERDF and CF programs in 2007-13: Work package 14c Regression discontinuity design at the DG Regio of the European Commission. He has been evaluator of projects for the Regione Lazio and has directed the evaluation of R & D projects for the Regione Umbria and Provincia Autonoma di Trento. He has carried out scientific supervision of the evaluation of social policies through counterfactual methods (Youssam and Inspire of Roma Capitale) for the Consortium for the development of methodologies and innovations in public administrations (MIPA).Recently he was the Director of the evaluation of “Contratti di Sviluppo” (Invitalia) and the Senior Investigator for the Evaluation of “Azione II.2 Cluster Tecnologici” (Eutalia). He has worked as a Policy Evaluation Expert for EU-funded Twinning Projects with the Romanian and Turkish Ministry of Industry and was Co-Director of the Federal Capital Development SME project, Republic of Argentina. He was National expert in policy evaluation in several Working Parties at OECD and EU Commission.
He is currently on the Board of Directors of SVIMEZ and on the scientific committee for the thematic research of the ISTAT. He was a member of the Scientific Committee of the Bruno Kessler Foundation (Trento) and the Scientific Committee of the Project IMPACT on policy evaluation at the Tagliacarne Institute. He is in the board of ECONAG, a scientific spin-off of University of Bologna for statistical analysis and policy evaluation. He is editor in chief of the Rivista di Economia e Statistica del Territorio, and member of the Editorial Committee of Rivista Economica del Mezzogiorno and the Editorial Committee of AIV and AISRE. He was President of AISRE, the Italian section of the European Regional Science Association (ERSA) and a member of the managing board of ERSA.
His studies focus on statistical methods for the evaluation of public policies, in particular those for business incentives, regional growth, policies for research, development and innovation, structure of national and territorial economy, analysis of time series, social development and integration . On these issues he has written in numerous Italian and foreign journals with referee and has participated in national and international conferences, also with invited reports. He also received (among the others) the following prizes and awards: 1984: two-year scholarship 'L. Jona 'of the Istituto Bancario S. Paolo of Turin for specialization abroad at the London School of Economics; 2013: Martin Beckmann RSAI Annual Award for 2014 (Best Paper in Regional Science in the Journal: Papers in Regional Science); 2014: EU Tender winner - Ex post evaluation of the ERDF and CF programs in 2007-2013: Work package 14c: Regression discontinuity design; 2015: Winner of the scholarship: VisitINPS scholar 2015-2016 for the use of INPS data; 2016: winner of the "Best Evaluation Proposals" award by the European Commission, Regio Evaluation Team, for the project "Can the European Structural Funds shape migration flows?"; 2022: Winner of the scholarship: VisitINPS scholar 2022-2023 for the use of INPS data.
He has been the scientific director of numerous university research projects, of the Ministry, of the CNR and others. He has also been organizer and in the program committee of numerous national and international Congresses and Seminars on the issues of policy evaluation and local development. Recently he organized the CERUP 2018 International Conference, Challenges in Evaluating Regional and Urban Policy at Sapienza, University of Rome, and was member of the Programme Committee of COMPIE 2024 conference - (COunterfactual Methods for Policy Impact Evaluation) - Amsterdam (The Netherlands) 24-26 June, 2024. He is (or has been) a member of the Italian Statistical Society, the European Economic Association (EEA), the European Evaluation Society, the European Regional Economic Association, the Italian Association for Evaluation, the Italian Association of Regional Sciences, the European Association of Regional Sciences. He was referee, among others, for the European Economic Review, Economic Notes, Labor, Statistical Methods and Applications, Statistics, Economic Policy, Political Economy, Economic Review, Regional Studies - Italian Journal of Regional Science, Papers in Regional Science, Journal of Regional Sciences, Regional Studies, Journal of Urban Economics, Italian Journal of Economists, Journal of Official Statistics, Topics for Discussion and Contributions to the Economic Analysis of the Bank of Italy Studies Service and for some volumes of Il Mulino.
