Course program
The course will deal with the key concepts to understand the dynamics that govern public administrations and the cardinal principles that influence their development and functioning. In the first module, the characteristics of PAs and complex organizations will be analyzed; the second module will deal in detail with the characteristics of Italy and the main European countries, also from a comparative perspective.
Module I: INTRODUCTION TO THE STUDY OF PUBLIC ADMINISTRATIONS AND COMPLEX ORGANIZATIONS
The origine of Public Administration Science; The fundamental concepts of Public Administration Science; The relationship between Public Administration Science, other Social Sciences and Law; The diverse prospects of Public Administration Science in various key countries; The goals of Public Administration Science in terms of theory and application; The details of the bureaucracy as an organizational model; The diverse PA models; Relations between political and administrative systems; Relations between the PA and the market economy; The new paradigms of PA organization; The ethical dimension of the PA in contemporary democracies. (40 hours)
Module II: CHARACTERISTICS OF ITALY’S PA
Italy’s PA structure; Relations between the PA and political institutions; Transformations in the PA over the last twenty years in relation to changes in its political, economic and social structure; The federalization of the Italian Republic and its consequences on the PA; The Italian Administration’s leaders: responsibilities, relations with political leaders, sociological profiles; The impact of the Next Generation EU on the Italian PA. The consequences on PA of the Artificial Intelligence. (20 hours)
Module III: COMPARING THE ITALIAN PA WITH COUNTERPARTS ELSEWHERE
The Italian PA in comparative terms; Relations between different Administrations and their respective political systems; Significant reform experiences in Public Administrations in relation to social and economic change. (20 hours)

Exam mode
The exam will take place at the end of the course in oral form, with open stimulus and with open response, it will last approximately 30 minutes and will be focused on four questions.
To pass the exam, a score of not less than 18/30 must be obtained.
The student must demonstrate that he has acquired an in-depth knowledge of the topics covered in module 1, a full knowledge of the topics covered in module 2 and that he is able to apply a comparative logic in the analysis of the main differences between the different European public administrations.
To achieve a score of 30/30 with honors, the student must instead demonstrate that he has acquired excellent knowledge of all the topics covered during the course, being able to connect them in a logical and consistent way.
The objective of the exam is to assess the knowledge and skills acquired by the student in an objective and quantitatively consistent manner. The test is carried out at the end of the course, given that the subject requires systematic and organic knowledge, not divisible into separate elements. Attendance and active participation in the lessons (50%) and the ability to reason (30%) and study autonomously (20%) will be taken into account to determine the result.
In any case, the exam will deal only with texts and readings object of the program.
Lesson mode
Face-to-face seminars and lessons will provide students with the fundamental tools to understand how complex public and private organizations work.
Through the analysis of case studies, the main international Public Administrations will be compared, critically analyzing differences, strengths and weaknesses.
During the course the use of telematic supports will be required to broad and diversify presentation skills.
In addition, students will be involved in events outside the University that will allow them to have a direct experience Public Administrations' operation.
