Governance and public policies

Course objectives

The overall aim of the course is to provide students with the main tools for understanding the relationship between the practical implementation of public policies and the use of different governance models. Knowledge and understanding: the first objective of the course is to develop knowledge and the ability to critically systematise the main theoretical approaches on governance. Ability to apply knowledge and understanding: The second objective of the course is to learn methodologies and techniques for public policy analysis. Autonomy of judgement: A further specific objective of the course concerns the ability to analyse and reflect autonomously on the contents of the texts and the themes dealt with in the lessons to be submitted to the common reflection of the class. Communication skills: Alongside all the objectives, the course aims to develop communication skills in relation to research on governance models and the construction of public policies. Learning skills: Lectures and practical exercises aim at conveying the students' ability to study, deepen and rework study materials autonomously. Expected outcomes: It is hoped that at the end of the course the student will be able to independently identify the main dynamics relating to governance processes as well as to work in the work of monitoring and collecting data and information on the evaluation of public policies.

Course program
The course is divided into two sections, linked by a cognitive journey that will address various topics and problems, with in-depth focus on specific issues. a) Foundations of public policies. The central themes of the use of public policies will be introduced with a specific focus on institutional actors and democratic participation in their application. b) Application of governance and the public policy cycle. Some theoretical and conceptual nodes of the use of governance criteria will be introduced, with a particular distinction between the Anglo-Saxon model and the European one.

Attendance is highly recommended, but not mandatory.
Exam mode
Assessment The exam is oral and aims to assess students’ adequate mastery and awareness of the subject areas, terminology, and main research strategies. The examination is intended to evaluate: the level of understanding of the fundamental concepts of the discipline; the ability to navigate different research designs in relation to defined objectives; critical thinking skills and the ability to make connections between the texts studied. The oral exam will also assess the student’s capacity for independent analysis and reflection, as well as the ability to competently apply acquired knowledge to issues related to the main challenges of public policy.
Lesson mode
Teaching Methods Lectures aimed at developing mastery of the terminology and research strategies in the field of public policy analysis. Simulations and in-depth sessions designed to support the acquisition of methodological and policy-related skills, as well as the ability to manage the main techniques for data collection and analysis used to monitor and study governance models.
