Course program
The course consists of a core module in Public and Institutional Communication (40 hours – 6 ECTS) and a Laboratory on Strategies for Integrated Public Communication (20 hours – 3 ECTS).
Syllabus – Public and Institutional Communication Module
The course aims to provide theoretical knowledge and critical tools in the field of public communication, enabling students to manage relationships between institutions, citizens, and the media system in hybrid and interconnected contexts. Specifically, it explores the types and application areas of public communication in Italy and Europe, with particular emphasis on the use of digital technologies and social media in Public Administration, the experimentation with Artificial Intelligence (AI), and citizen participation. A specific focus will be dedicated to EU public communication and the European public sphere.
The course addresses the following topics:
Theoretical and regulatory framework, definitions, and models of public and institutional communication
The digitalization of Public Administration, e-government policies, and participatory processes
Communication management in Public Administration: structures, tools, professional roles
Digital and social media in public communication, and the challenges of artificial intelligence
Strategic communication planning in the public sector
The European public sphere: institutions, citizens, and media
EU public communication: European policies and communication strategies
The EU and new communication challenges in combating disinformation
Emerging areas of public communication (inclusive and gender-sensitive communication, risk and emergency communication)
The course is divided into three parts:
Part One: 12 classes (2 hours each) focused on the public communication landscape (models, types, application areas, digitalization of Public Administration, social media, communication planning), aiming to equip students with the ability to critically analyze the processes discussed.
Part Two: 8 classes (2 hours each) dedicated to European communication policies, addressing key issues related to disinformation and citizen participation in the European public space. This specific part of the course is included in the advanced teaching offer provided by the Jean Monnet Module BEST.
Part Three: 4 classes (2 hours each) exploring areas of public and social communication intervention on socially relevant issues such as social inclusion, gender-sensitive approaches, health, environment, and communication in risk and emergency situations, through critical analysis of selected case studies.
Laboratory – Strategies for Integrated Public Communication

Frequency
Lessons will be held in presence.Attendance at the lessons and the laboratory, while not a prerequisite for taking the exam, is still recommended by the teachers for learning that combines theory and practice. Attendance will allow students to participate in exercises and group work.
Exam mode
The final assessment, which covers both the Public and Institutional Communication module and the Laboratory on Strategies for Integrated Public Communication, consists of a single oral exam based on the course syllabus.
Examination for attending students
For attending students, the assessment will be based on the development of a project work agreed upon with the course instructors, along with an oral exam on the required readings. The evaluation aims to assess both the students' knowledge of the course content and their ability to critically elaborate and argue concepts. During the course, practical exercises and case study analyses will be proposed to verify the understanding of the topics covered and the ability to exercise judgment in managing and planning public communication. The modalities for the submission and evaluation of assignments required in the LAboraoty will be defined directly with theteacher during class sessions.
Attendance will be verified by the teachers based on participation in selected lectures and seminars, as well as active involvement in exercises and group work carried out during the course.
Examination for non-attending students
For non-attending students, the assessment will consist of an oral exam based on the texts indicated in the syllabus of both the module and the workshop. The exam aims to evaluate knowledge of the course contents and the ability to connect theoretical knowledge with empirical analysis.

Lesson mode
Teaching will make use of lectures, analysis of case studies, exercises, presentation of experts in the sector, flipped classroom. These different approach of learning are functional for the acquisition of the knowledge and comprehension skills indicated in the training objectives. Flipped classroom and exercises are useful to the development of communication skills, analysis and critical evaluation skills, and autonomous learning skills.
